This is a rubber plug that is used to plug off vacuum. We use the 12mm on stock dog house fan shrouds, to block off where the hose would go to the charcoal canister. It can also be used if you want to block off where the vacuum line came off the stock intake manifold for the power assist on buses. The smaller plugs are usally used on the carb to plug off unused vacuum ports.
